Festival Regulations

 

I. GENERAL PROVISIONS

  1. The organizer of the Festival is BALVIA Development S.R.L., based in Timișoara, str. General Henri Berthelot, nr. 3, ap. 12B, Timișoara, jud. Timiș, Romania, 300195, registered with the ONRC under no. J2017002612353, with CUI RO37820476.
  2. The organizer collaborates with local, national and international partners and suppliers to ensure that the Festival runs in optimal conditions. The full list of partners and suppliers may be published or regularly updated on the official Festival platforms.
  3. These Rules/Terms and Conditions (“Rules”) apply to everyone:

The location where the Festival takes place is part of the National Forest Fund (NFF), subject to the legal regime established by the Forestry Code – Law no. 331/2024, published in the Official Gazette no. 7 of January 9, 2025, as well as other regulations concerning environmental protection, biodiversity, and the forest fund.

4.1. By purchasing a ticket and attending the Festival, each participant declares that:

  1. The Rules set out the binding rules for participants and their rights and obligations in relation to the Organizer and other participants.
  2. These Rules are valid indefinitely. Participants accept that the Organizer has the right to unilaterally amend the Rules without prior notice. Amendments take effect immediately after publication on the official Festival website and/or at the access points. The Organizer specifies that the Regulations may be amended even after ticket purchase and even immediately before or during the Festival. Participants are advised to regularly check for any updates to the Regulations.
  3. All Participants are subject to a body check at the entrance of the Festival in order to ensure the necessary safety conditions for the event. Refusal of a body check will result in any participant being banned from the Festival.

 

II. DEFINITIONS

  1. RFID bracelet (RadioFrequency IDentification) – the material element that constitutes the only means of cashing/payment of goods sold/purchased inside the Event Venue, a multi-purpose voucher (MPV), according to the European Union and Romanian legislation.
  2. RFID Wristband Upload – the process by which the Event Participants will load the payment instrument “money” on the payment instrument “RFID Wristband”, with which they will be able to purchase products sold at the Event.
  3. Return amounts RFID bracelet – the reverse process “Upload RFID Wristband”, i.e. the process by which the Event Participants will download the remaining unspent amounts from the payment instrument “RFID Wristband” to the payment instrument “money”. The process of Returning amounts from the RFID Wristband implies that initially there will be the process of Loading RFID Wristband.
  4. RFID wristband reader – the device, the instrument used to manage the collection/payment of goods sold/purchased.
  5. Festival Territory – the area of the former Timișoara Zoo (GREEN FOREST), jud. Timis and its surroundings where access is allowed to participants who have a valid ticket to the event Codru Festival 2025, space delimited according to the signs installed by the Organizer.
  6. Indoor area – It is any space that has a roof, ceiling or ceiling and that is bounded by at least two walls, irrespective of their nature or whether temporary or permanent.
  7. Outdoor area – Any other space that is not considered indoor.
  8. Product – any ticket, subscription, invitation, package, add-on or related service made available by the Organizer or through authorized contractual partners.
  9. Add-on – additional service purchased with or separately from the ticket.
  10. Contractual partner – any legal person authorized by the Organizer to sell Products, offer services or provide the logistical infrastructure of the Festival.

 

III. PERMITTED AND PROHIBITED OBJECTS

1. Objects that MAY be brought on the Festival territory:

1.1. Access with pets is allowed within the perimeter of the Festival, but only under the following strict conditions: animals must be kept on a leash at all times, and medium and large breeds must be muzzled. Owners must carry an up-to-date health certificate with a valid rabies vaccination and assume full responsibility for the supervision, behavior and possible damage caused by the animal to other participants, property, forest, flora or fauna in the area. Access is not permitted with aggressive, sick, in heat or with unweaned calves. The organizer reserves the right to refuse or restrict access, or to order the immediate evacuation of the animal and/or its owner, if the animal displays aggressive, disturbing behaviour or behaviour that endangers public safety or the environment.

2. Items that CANNOT be brought on the Festival territory:

2.1. This list is not exhaustive. The Organizer reserves the right to prohibit access to the Festival with any object that, in its sole discretion, could endanger the safety of other participants or pose a risk to the safe conduct of the event. The Organizer may take appropriate measures, including refusal of access to the Festival, if the participant does not comply with these restrictions.

 

IV. TICKET CATEGORIES

1. Ticket categories. Purchase.

1.1. Tickets can be purchased exclusively online at www.codruFestival.ro or from the website www.iabilet.ro, as provided for in Chapter VI.
1.2. The organizer reserves the right to change ticket prices without prior notice.
1.3. Participants can choose from several types of tickets and ticket facilities, respectively:

  1. Access to the Festival will be possible from August 29, 2025, starting at 16:00. Attendees will have access to the Festival grounds, based on the Festival Pass, until September 01, 2025, 04:00, according to the following schedule:
  1. Minors under 12 years of age are admitted free of charge for the duration of the Festival, provided they are accompanied by a parent/legal guardian holding a valid season ticket.
  2. The organizer is offering free General Access tickets for people with disabilities. To obtain a free ticket, eligible individuals must send an email to office@codruFestival.ro with supporting documentation by August 29, 2025. In addition, the Organizer allows the companion of the free ticket recipient to also apply for a free ticket. Free tickets are available for:

4.1. In order to benefit, interested persons must follow the procedure and submit the necessary documents.

V. PURCHASING TICKETS

  1. Tickets and associated products can be purchased exclusively online via the official website www.codruFestival.ro or the authorized contractual partners of the Organizer. Payment is made exclusively by credit card and the ticket is issued only after confirmation of the transaction by the payment processor. Thereafter, the participant will receive the electronic ticket to the email address provided.
  2. The purchase of tickets from authorized partners is carried out according to their terms and conditions, they have the right to charge commissions or processing fees which, in any case, are not refundable. The organizer guarantees the exclusive validity of tickets purchased directly from Codru Festival or from authorized partners, the list of which is available on www.codruFestival.ro. Tickets originating from other sources may be declared invalid, without the Organizer’s obligation to compensate the persons involved.
  3. It is strictly forbidden to publish, transmit or distribute unique series of tickets, access codes or redeem codes on social networks, online platforms or other similar means. Failure to comply with this prohibition will automatically invalidate the ticket and will result in the exclusion from the Festival without refund.
  4. The organizer reserves the right to cancel and invalidate any ticket, invitation, associated product or bracelet suspected of counterfeiting, falsification or unauthorized marketing, as well as to notify the competent criminal prosecution authorities.
  5. Purchased tickets cannot be exchanged or refunded, except as expressly provided by the Official Exchange Platform.
  6. Tickets and associated products may be used for personal use only. Their use for commercial purposes (including for promotional campaigns, contests, advertising or promotion of services/products) is permitted only with the prior express written consent of the Organizer.
  7. The resale, distribution or transfer of tickets/tickets/bracelets for commercial purposes, without the Organizer’s authorization, is strictly forbidden and entails their cancellation without refund of the value, as well as the civil or criminal liability of the person involved.

 

VI. ACCESS TO THE FESTIVAL

  1. Check-In Obligation. In order to be allowed access to the Festival area, the holder of a valid ticket must check-in. Buyers also have the option to check-in on-site.
  2. On-site check-in
    2.1. On-site check-in will be carried out by the Contractual Partners of the Organizer, using their own infrastructure and staff.
    2.1.1. Please note: On-site check-in is available:

– Friday, 29.08.2025, between 16:00 and 03:00;

– Saturday and Sunday, 30.08 – 31.08.2025, between 14:00 and 03:00.

2.2. Access to the Festival is by Festival wristband until 03:00.

2.3. Please note: The verification of the identity document (ID card/passport) will be done partially, collecting only the necessary information: name, surname, gender, country/place of origin, date of birth, nationality and the photo on the ID card. Sensitive data such as CNP, serial and number will not be collected.

  1. Access to the Festival will be allowed only from the dates and times specified by the Organizer.
  2. All Participants will be checked upon entry to ensure compliance with the Rules. Failure to check may result in refusal of entry.
  3. Access is exclusively on the basis of a wristband given by the Organizer at the entrance or at the official exchange points, in exchange for a valid free ticket/ticket. The intact wristband, worn on the hand, is required for access. The organizer may check wristbands at any time. The integrity of the wristband is the responsibility of the participant. In case of loss/damage/destruction of the bracelet, the Organizer will not replace it.
  4. Any defect in the bracelet must be reported immediately upon receipt; otherwise, the liability of the Organizer is excluded.
  5. Entry and exit is only through specially designated areas, with validation of the bracelet; otherwise re-entry may be impossible.
  6. All Participants must carry valid identification.
    Items that do not comply with the Regulation will be confiscated and will not be returned.
  7. Participants may return them outside the Festival or dispose of them in the special bins. Exception: illegal or illegally possessed items.
  8. If illegal items (e.g. drugs, narcotics) or illegal possessions (e.g. unlicensed weapons) are found, the competent authorities will be notified. Access is forbidden to persons in possession of weapons, even if legally possessed. Their identification at the Festival will result in immediate evacuation.
  9. Minors under the age of 16 may enter only accompanied by a parent/guardian (maximum 3 minors/parent). The organizer reserves the right to refuse access in case of suspicion regarding the authenticity of the documents.
  10. Persons aged between 16 and 18 may enter only on the basis of a declaration signed by their parents/legal representatives (available on www.codruFestival.ro). The organizer is not responsible for verifying the signatures/signature, these aspects being the responsibility of the persons submitting the declarations.
  11. Minors will receive special wristbands. They have no access to areas with alcohol or tobacco promotional activities and cannot purchase such products. The organizer is not responsible for incidents involving minors; the responsibility lies with the minors and/or parents/guardian.
  12. Access with psychotropic and narcotic substances, including medicines containing them, is strictly forbidden. Prescription drugs are excepted (the participant must have the prescription). It is recommended not to bring more drugs than necessary. In case of suspicion, the Organizer may refer the matter to the competent authorities.
  13. The organizer does not guarantee the duration of the access process; it is recommended to arrive a few hours before the desired concert.
  14. The organizer does not guarantee access at the desired time/participation on time to the desired concert and does not offer refunds/reductions/vouchers/refunds.
  15. The organizer does not guarantee the availability of parking spaces.

 

VII. ORGANIZATION OF THE EVENT

  1. Acceptance of the Rules. Upon entering the Festival, the participant confirms that he/she has read and understood the Rules (displayed prominently) and agrees to abide by them.
  2. Prohibited goods. Bringing products on the prohibited goods list into the Festival is prohibited; violation may result in a ban.
  3. Participation at your own risk. Participation is at your own risk. People with medical conditions for which crowded areas, loud noises, special effects (sound/visual/audio) represent a risk assume responsibility.

Note: shows may include intense light effects and fireworks. The organizer accepts no responsibility for the associated risks, the responsibility lies with the operators of the apparatus.

  1. Play and fun areas. Participants must be physically and mentally fit to use the facilities.
  2. Access by car. It is forbidden to enter the Festival area by car without a car pass. Public transportation/bike etc. is recommended.
  3. Concert schedule. The organizer communicates the times of the concerts; the schedule is subject to change without notice and without compensation.
  4. Extreme weather conditions. In extreme weather (torrential rain, hail, thunder, lightning, etc.), the exits may be crowded. Participants must follow the instructions of the access and security team; public transportation may be insufficient; parking lots may become inaccessible. The organizer may postpone, suspend or cancel all/part of the Festival without notice and without compensation.
    Note: in adverse weather conditions (storms, strong winds), the Organizer reserves the right to temporarily/definitely interrupt the event, without the obligation to provide compensation. Participants are obliged to follow the instructions of the authorities. By participating, they accept the risk and waive all claims against the organizers.
  5. Public transportation. The Organizer informs that public transport is not provided by the Organizer and is not liable for damages caused by transport operators. Availability at the desired time is not guaranteed. Refunds, discounts/vouchers or compensation for these situations are excluded.
  6. The transfer of tickets is allowed only through the official platforms and authorized partners of the Organizer, upon payment of a transfer fee. The Organizer is not responsible for errors in the completion of transfer data and does not replace tickets lost as a result of buyer’s mistakes.

 

VIII. RULES OF CONDUCT

  1. All Participants must respect the laws and the Rules. Any activity that jeopardizes the safety or rights of others is prohibited. The Organizer may claim damages for violations.
  2. Drug trafficking or consumption is illegal and strictly forbidden. Anyone caught will be evicted and the bracelet confiscated.
  3. Participants are obliged to protect the environment and the Green Forest area.
  4. The organizer, partners and accredited press may make video/photo recordings of the event, including images of participants. By attending, Participants consent to the use of the material for promotional purposes without financial claims. The Festival may also be filmed with drones.
  5. Participants may film/photograph only for personal purposes and without affecting the image rights of others and for non-commercial purposes. The organizer may restrict filming/photography for certain activities. The use of drones or professional filming equipment by unauthorized persons is strictly forbidden; violation will result in removal from the Festival and possible civil liability.
  6. Any commercial activity or advertising without the written consent of the Organizer (online/offline) is prohibited.
  7. Minors are prohibited from serving and drinking alcoholic beverages.
  8. If unaccompanied minors under the age of 16 are identified, the Organizer will notify the competent authorities.
  9. It is forbidden to use fire and flammable materials on the entire perimeter of the Festival or nearby.
  10. Failure to comply with the Regulations, the instructions of the security staff or the legal provisions in force will result in eviction from the Festival, without refund of the ticket price and without the right to compensation.
  11. It is strictly forbidden to organize or participate in demonstrations, demonstrations, political, religious, trade union or other campaigns within the perimeter of the Festival, without the written consent of the Organizer and / or competent authorities. Failure to comply with this obligation will result in immediate eviction from the Festival, without refund of the ticket, as well as civil or criminal liability, as appropriate.
  12. The use by participants of images taken during the Festival is permitted for personal use only. Commercial use is prohibited without the written consent of the Organizer.
  13. The unauthorized use of the name “Codru Festival”, logo, promotional materials, recordings or any other intellectual property belonging to the Organizer shall entail the civil and, where appropriate, criminal liability of the guilty person.

 

IX. LOST PROPERTY

  1. Found objects are handed in at Lost & Found (marked on the official map). The organizer keeps them for a maximum of 10 days and makes reasonable efforts to contact the owners.
  2. If the owners are not identified or do not come forward in time, the items will be handed over to the authorities.
  3. For perishable items, the 10-day deadline may be reduced; the Organizer is not liable for damage/loss in this case.

 

X. SECURITY AND FIRST AID

  1. Security and safety are provided by a qualified and accredited partner. Participants must follow the instructions of the agents.
  2. In the event of incidents of violence or endangering the physical integrity of others, security personnel may decide to evacuate the persons involved from the Festival premises.
  3. Throughout the Festival there are first aid areas marked on the map, where qualified people will be on duty.

 

XI. PAYMENT FOR FESTIVAL SERVICES AND PRODUCTS

  1. Payment methods are strictly those provided by the Organizer and partners. Payment is usually made by RFID bracelet;
  2. Charging of the wristband can be done on the spot, with cash or card, at the charging points. Only multiples of 1 RON can be charged.
  3. The charging points are signposted; charging allows the purchase of products/services at the Festival.
  4. Return of unspent amounts:

– At the charging points: the full amount remaining on the wristband account will be refunded; for cash charges, the money can be recovered every day of the Festival until Monday, September 1, 2025, between 14:00 – 20:00.

  1. Any amounts left unreturned after the deadline become the property of the Organizer.
  2. During the Festival, bar and food court products/services are available exclusively in the designated areas and can only be purchased with the RFID bracelet. All merchants charge exclusively via the RFID bracelet.
  3. There is a one-off fee of 5 lei to activate the RFID tag.

 

XII. GUARANTEES AND RESPONSIBILITIES

  1. The organizer guarantees access to the Festival and the use of the services made available exclusively to participants holding a valid ticket, under the conditions of these Regulations.
  2. The Festival may be modified, suspended or cancelled, in whole or in part, at the Organizer’s discretion, in any circumstance that makes it impossible or significantly affects the normal organization of the event. Such circumstances include, but are not limited to: unfavorable or extreme weather conditions (heavy rain, thunderstorms, lightning, wind gusts, hail, heat or very low temperatures), force majeure events or fortuitous event within the meaning of art. 1351 of the Civil Code (war, riot, terrorist attack, demonstrations, embargo, fire, earthquake, flood, epidemic or pandemic, utility outages, major technical malfunctions, administrative measures or legal restrictions).
  3. In case of conditions that are usual for outdoor events (light rain, moderate wind, temperature variations), the Festival will not be rescheduled and Participants are not entitled to any refund or compensation. In case of extreme weather, force majeure or fortuitous event, neither the Organizer nor the Participants will be held liable for any obligations undertaken, and the Participants expressly waive any claims for damages, refunds or reductions. Any refunds of the value of the tickets may be decided exclusively by the Organizer, in accordance with the procedure established by the Organizer. Ticketing fees are not refundable.
  4. The Organizer shall not be liable for any kind of damage – material, moral, bodily, pecuniary or non-pecuniary – direct or indirect, suffered by participants or third parties, as a result of the Festival, access or use of the related infrastructure, except in cases proven to have been caused exclusively by the direct intention or gross negligence of the Organizer. Expressly excluded are damages caused by weather conditions, natural phenomena, technical failures, power outages, infrastructure failures or other circumstances beyond the control of the Organizer.
  5. The organizer is not liable for damages caused by the conduct of participants or third parties, incidents occurring outside the perimeter of the Festival or improper use of services and facilities provided.
  6. Once the access bracelet is received, its integrity becomes the sole responsibility of the participant; loss, destruction, damage or theft of the bracelet does not entitle the participant to a replacement, refund or compensation.
  7. Each participant is personally and directly liable for any damage caused to the Organizer, its partners, other participants or third parties (including the environment and property), through their own actions or omissions. The Organizer shall be entitled to recover damages in full, including through legal action.
  8. Participation in the Festival is at the Participants’ own risk, Participants declaring that they are physically and mentally fit. The organizer is not responsible for the effects of exposure to loud noises, strobe lights, lasers, pyrotechnic effects, smoke or other elements specific to mass events. Persons with medical conditions (epilepsy, heart, hearing disorders, etc.) are obliged to take all necessary measures to avoid exposure to risks.
  9. Participants are obliged to comply with the rules and measures ordered by the competent authorities (DSP, ISU, Police, Gendarmerie or other institutions). The Organizer is not responsible for any restrictions or discomfort caused by these measures and may evict Participants who refuse to comply.
  10. The Organizer is not liable for power outages, sound, light or infrastructure malfunctions, as well as for delays, schedule changes or cancellations of artists. These situations do not entitle the Organizer to compensation or refunds, unless the Organizer unilaterally decides to grant compensation.
  11. The organizer reserves the right to refuse access or to immediately evict any participant who violates the Regulations or the legal provisions, without prior notice and without refund of the ticket price.
  12. The official Festival website is provided “as is”, with no guarantee of uninterrupted or error-free operation. The organizer reserves the right to suspend or withdraw the website at any time without notice and without users being able to make any claims.

 

XIII. INTELLECTUAL PROPERTY

  1. The Organizer owns all intellectual property rights in the trade names, logos, e-mail addresses, domain/URL names, signs used in correspondence, databases, graphics, business cards and other materials, signs, logos, trademarks, as well as in the materials, texts and all information, whether registered or not, on www.codruFestival.ro or other online channels/platforms in connection with Codru Festival. They may not be used/transferred/assigned/modified/distributed without the written consent of the Organizer.
  2. The organizer also owns the rights to the works produced by collaborators/employees of the Festival (photos, footage, texts, graphics, etc.).

 

XIV. DISPUTES. APPLICABLE LAW

  1. All disputes and disputes relating to this contract shall be settled amicably.
  2. If the dispute has not been so resolved and the Parties still have divergent views, these will be settled by the competent Romanian courts.
  3. The applicable law is Romanian law.

 

 

XV. PROTECTION OF PERSONAL DATA

  1. The organizer processes participants’ personal data (name, surname, gender, country of origin, date of birth, nationality, photo ID) strictly for the purposes of access verification and security. Processing is done in accordance with Regulation (EU) 2016/679 (GDPR).
  2. The perimeter of the Festival is also under video surveillance, including fixed, mobile and drone cameras, for the sole purpose of security and incident prevention. By accessing the Festival, Participants are informed and accept that they may be recorded and that the images may be made available to the authorities in the event of an incident. Data processing is carried out in accordance with Regulation (EU) 2016/679 (GDPR), with respect for the Participants’ rights of access, rectification, erasure and opposition.
  3. Participants have the right of access, rectification, erasure, restriction and objection, exercisable by sending a request to office@codrufestival.ro
  4. By participating in the Festival, the Participants give their express, free and irrevocable consent for their image, voice and name to be captured, used and broadcast by the Organizer and its partners for promotional, advertising and marketing purposes, without any present or future financial claims.

 

XVI. FORTUITY AND FORCE MAJEURE

  1. The Festival may be modified, suspended or canceled, in whole or in part, due to circumstances of force majeure or acts of God, including but not limited to: extreme weather conditions, fire, earthquakes, floods, war, terrorist acts, epidemics or pandemics, administrative measures or legal restrictions.
  2. In such circumstances, Participants expressly waive any claim for refund of ticket value or compensation, unless the Organizer, at its sole discretion, establishes a partial or full refund procedure.

 

XVII. FINAL PROVISIONS

  1. This Regulation, representing the Contract between the consumer and the Organizer, may be assigned by the latter without the consent of the customer.
  2. Chapter names and subheadings are for reference only and are not to be taken into account in the interpretation of this Regulation.
  3. If any clause is declared null and void or unenforceable, the remaining clauses shall continue to have effect. The clause declared void/unenforceable will be replaced by a new clause that reflects as closely as possible the Organizer’s wishes.
  4. Participation in the Festival is on the sole responsibility of each participant, who declares that he/she is physically and mentally fit to participate in the event and assumes all risks inherent to a large outdoor event.
  5. Participants are responsible for their own health. The Organizer does not guarantee the availability of medical equipment or the ability to intervene immediately in all situations and is not liable for the delayed or insufficient effects of medical services provided by third parties during the Festival, unless there are legal obligations.
  6. Participants are obliged to comply with all instructions given by security personnel, fire brigade, police or other authorities present on the perimeter of the Festival. The organizer is not responsible for the order and safety measures imposed by the authorities and for their consequences.
  7. The organizer is not responsible for the services, products or activities provided by commercial partners present at the Festival (e.g. food court, bars, shopping areas, transport, accommodation), the responsibility rests exclusively with these partners.
